I. Basic situation of construction projects
 
The project is located at No. 17 plot of Dingshan Phase II, Rui'an, Wenzhou City. The nature of the project is new. The total land area is 66666.7m2, and the planned annual output is 60,000 tons of bonding materials. Among them, 25,000 tons of copolyester hot melt adhesive, 15,000 tons of copolyamide hot melt adhesive, 10,000 tons of polyurethane, 5,000 tons of ethylene-ethylene copolymer hot melt adhesive, 5000 tons of water-based adhesive, 1,000 tons of tetrahydrofuran and 770 tons of methanol. Production equipment, and supporting the construction of 20,000 tons of normal temperature / low temperature milling screening production capacity and 8,000 tons of hot melt adhesive mesh membrane, flat membrane production capacity. The total investment is 270.001 million yuan.

1. Atmospheric environmental impact prediction results
 
(1) Atmospheric environment prediction results
 
According to the forecast results, the organized emissions of PM10, tetrahydrofuran, methanol, VOCs, MDI, non-methane total hydrocarbons, NH3, H2S and other pollution factors accounted for less than 10%; storage tank area, sewage treatment plant, Class A The rate of unorganized emissions such as the mixing room in the synthesis workshop and the C-type synthesis workshop did not exceed 10%. According to the superposition calculation results of sensitive points, the contribution value of the pollutant concentration of each sensitive point is small, which can meet the quality standard requirements.
 
According to the point source and non-area source estimation models, the atmospheric characteristic pollution factors do not exceed the corresponding environmental quality standard limits, and will not have a significant impact on the surrounding sensitive points and regional atmospheric ambient air quality.
 
(2) Protection distance
 
According to the results of atmospheric protection distance calculation, there is no over-standard point outside the factory boundary after the dust in the class A synthesis workshop, the dust in the C-type synthesis workshop, the VOCs in the storage tank area, the NH3 and H2S in the sewage treatment station, and there is no need to set the atmospheric environment protection area.
 
According to the calculation results, the project proposes a sanitary protection distance of 50m in the storage tank area, a sanitary protection distance of 100m in the sewage treatment station, and a sanitary protection distance of 50m in the batching workshop of the Class A synthesis workshop and the C-type synthesis workshop. According to the current situation, the recent sensitive point of the project is Xincun Village at 750m on the northwest side. Therefore, the project can meet the requirements of 100m sanitary protection distance.
 
(3) Natural gas exhaust
 
The pollutant discharge concentration of the natural gas heat-conducting oil boiler of this project can reach the relevant standards of the gas boiler of Table 2 in the Boiler Air Pollutant Emission Standard (GB13271-2014), and will not have obvious pollution impact on the ambient air quality.
 
(4) canteen fume
 
The project shall be installed according to the scale of the canteen according to the requirements of the “Farming Standard for Cooking Fume” (GB18483-2001). The canteen fume is discharged through the exhaust port to the roof, which has less impact on the surrounding environment. .
 
2. Conclusion of water environment impact assessment
 
The project is planned to adopt “regulating tank + oxidation + precipitation + IC reaction + A / O + MBR + advanced treatment", and the wastewater is pretreated to the direct emission standard of Table 1 of the “Symmetrical Pollutants for Synthetic Resin” (GB3157-2015). The emission standards of the Jiangbei Sewage Treatment Plant in Ruian City require less impact on the acceptance of the sewage treatment plant.
 
After the industrial wastewater treatment plant in Ryan Dingshan District was completed and put into operation, the wastewater from the project was treated by the self-built sewage treatment station in the plant to reach the “Inorganic Resin Industrial Pollutant Emission Standard” (GB31572-2015) Table 1 Indirect Emission Standard and Ryan Dingshan After the standard of the industrial wastewater treatment plant in the reclamation area, it will be discharged into the industrial wastewater treatment plant of the Dingshan District of Rui'an.
 
3. Noise impact analysis
 
According to the noise prediction results, the noise emission limit of the plant boundary around the enterprise can meet the corresponding standard limit requirements of the three types of acoustic environment functional zones outside the plant boundary in the Environmental Noise Emission Standard for Industrial Enterprises Boundary (GB12348-2008). .
 
4. Environmental impact analysis of solid waste
 
In the production process, solid waste is generally produced as film scraps and bag dust collectors, and all of them are disposed of; the filter residue belongs to hazardous wastes and must be entrusted to qualified units for disposal; biochemical sludge is temporarily managed according to hazardous wastes, and such solids are required. After the waste is generated, the hazardous characteristics are identified; the domestic garbage is disposed of by the sanitation department. Based on the implementation of the above measures, the collection and disposal of garbage will not affect the surrounding environment.
 
5. Analysis of groundwater impact
 
The pollution prediction results under abnormal conditions and risk conditions indicate that once the groundwater is contaminated, the pollutants will be in the groundwater.
 
In the middle of dispersion, the local groundwater exceeds the standard, so the construction unit must build a complete environmental accident risk prevention measures and strengthen management. In the event of accidental leakage, it is necessary to control pollutants in time in the early stage of leakage, and comprehensively adopt methods such as hydrodynamic control, extraction or blocking to control and treat pollutants before they are further transported and spread to avoid pollution to downstream groundwater. influences.
 
6. Environmental risk impact analysis
 
The environmental risks of this project are mainly fire and explosion, chemical material leakage accidents and accidental discharge of waste water and waste gas. this
 
The evaluation puts forward risk prevention measures, and requires enterprises to formulate emergency plans for environmental risk accidents. After implementing the environmental risk prevention measures proposed in this evaluation, the environmental impact of environmental risk accidents is within acceptable levels.
 
4. Main environmental protection measures to be taken, environmental risk prevention measures and expected effects
 
(1) Waste water
 
The domestic sewage is pretreated in the septic tank and enters the sewage treatment station of the plant. The production wastewater is planned to be treated by “regulating tank + oxidation + precipitation + IC reaction + A / O + MBR + advanced treatment".
 
(2) Exhaust gas
 
PES production process waste gas is planned to adopt secondary condensing + secondary water spray treatment; PA production process waste gas is intended to be treated by secondary water spray treatment; TPU and PUR production process waste gas is intended to be treated by secondary photocatalytic oxidation; ethylene-ethylene copolymer The water-based adhesive workshop waste gas is intended to be photocatalytic oxidation treatment; the dust in the batching workshop is planned to be dust-removed by the bag; the hot-melt adhesive rubber powder workshop is collected by the pipeline or collected by the gas collecting hood and then subjected to cyclone dust removal; after the above exhaust gas is treated No more than 15m high exhaust pipe discharge. The exhaust gas of the hot-melt adhesive mesh membrane workshop shall not be discharged below 15m high exhaust gas after gas gathering; the natural gas exhaust gas shall not be discharged below 8m exhaust gas after gas gathering.
 
(3) Noise
 
It is recommended that enterprises take appropriate measures such as sound insulation, vibration reduction and noise reduction for high-noise equipment; rationally arrange high-noise equipment in the production workshop, as far as possible from the boundary of the plant, and adopt corresponding sound insulation measures; To make the equipment in the best working condition, to prevent the high noise caused by the abnormal operation of the equipment; to strengthen the greening around the plant boundary
 
(4) Solid waste
 
Generally, solid waste is produced: all the recovered dust generated after the scrap and the bag filter are recycled. Hazardous waste: The filter residue needs to be entrusted to a qualified unit for disposal; the biochemical sludge is temporarily managed strictly according to the hazardous waste, and it is required to carry out the identification of dangerous characteristics after the generation of such solid waste. Domestic garbage: the sanitation department clears the transport.
 
(5) Groundwater
 
Take corresponding measures in the process, pipeline, equipment, sewage storage and treatment structures to prevent and reduce the run, run, drip and leakage of pollutants. At the same time, special prevention measures for groundwater pollution are adopted for different areas (key anti-seepage area, general anti-seepage area, simple anti-seepage area).
 
(6) Environmental risks
 
The general layout of the plant area strictly implements the relevant requirements of China, leaving sufficient fire separation distance, strictly handling the material characteristics according to the process, and dividing the dangerous area of ​​the plant; strictly strengthening the safety of hazardous chemicals storage and transportation, high-risk production process, and equipment safety control. It is necessary to formulate material leakage prevention measures, fire prevention measures, explosion prevention measures, first-aid measures and other safety precautions that meet the relevant requirements, and formulate emergency plans.
 
V. Preliminary conclusions of environmental impact assessment
 
Wenzhou Huate Hot Melt Adhesive Co., Ltd. has an annual production capacity of 60,000 tons of bonding materials. The project is located at No. 17 in the second phase of Dingshan, Wenzhou City, with a total land area of ​​6,6666.7m2.
